Prof. Sören Segger-Piening
Prof. Dr. Sören Segger-Piening, LL.M. Eur. is a Professor of Civil Law, International and European Private and Procedural Law as well as Comparative Law at the European Legal Studies Institute, University of Osnabrück. He completed his academic education at the Julius-Maximilians-University of Würzburg under the supervision of Prof. Dr. Oliver Remien.
In recent years, the European Union has enacted a number of legal acts related to digitalisation, in particular the GDPR, the Data Act, the DSA, the DMA and the AI-Act. All these regulations are relevant to both private and public law. But what rules determine the international applicability of these regulations in relation to third countries? Which connecting factors and connecting principles are used? How do they fit in the system of Private International Law? What are the empirical and economic consequences of an extra-territorial application of these digital regulations? The lecture addresses these as well as other questions.
